Wheel of Fortune
A vertical spinning prize wheel at the Desperado Club's station-131 casino, run by a croupier named Tito. Costs 10,000 gold minimum per spin, or a comp casino chip played as the maximum bet, which strips all but two of the wheel's red penalty spaces before it spins. Carl plays his own comp chip here and comes away with a Scroll of Upgrade.
